To determine the validity of the draft scale; the data obtained from 330 of the teaching candidates were used for exploratory factor analysis and 330 were used for confirmatory factor analysis. As a result of the factor analysis 42 items remained in the draft scale and these items were collected together under three factors (Learning and Innovation, Skills, Life and Career Skills, and Information, Media and Technology Skills). It was determined through the compliance determinants of the confirmatory factor analysis that the 21st century skills competence scale was comprised of 42 items and this model was found to be appropriate both from the organisational and from the statistical point of view.
