Abstract



in the second half of 20th century, a new period slıowed itself in industry and trade. "Globalization" and "exteraıinating competition" are the most suitable word to deseribe basic characteristics of this period. in forming a period having Ihese characteristics "change" is stimulating factor. When we examine the successful institutions in that deseribed conditions it is seen that their common point is having Total Quality Management (TQM) philosophy. Even if TQM has been discussed in any sector Education is among one of the sector in which it has no place. However, education has similar kind of approching, produeting process, produets and other characteristics in itself and it has been changed under the effects of basic dynamics and tendencies in the world. Applying continious-progressive TQM philosophy to education some positive effects are seen in supplying equal opportunity in education, shortening îeanıing process, decreasing education expenses, increasing the number of experts and individuals with a vocation, having effecting manpower, having students enjoying leaming, meeting the needs of consumers benefit from education institutions, and briefly in supplying effectiveness and quality in education. iti this brief, how Ihe change was obtained in education and basic social factors forming this change will be explained, and then quality approaches in education will be examined, and lastly; an institution in which TQM was applied and its benefits from this philosophy will be examined.
